I bet you're nearly as sick of that statement as I am.
TBH, it annoys the crap out of me because I know that most of the people spouting that line don't make money from their lists.
Or, at the very least, they don't make as much money from their list as they could because they attack with a cudgel rather than a rapier.
But you can use that to your advantage.
Using solo ads exposes you to someone else's subscribers.
You pay them a fee for each person who clicks the link in the email they send to their list.
Many marketers will tell you to get as many clicks as possible.
I think that's the wrong approach.
What you want are engaged subscribers.
You pay the same for good clicks as bad ones, so go for the good ones.
Those who are interested in what you have to offer and are likely to buy from you.
What I do is write my solo emails to discourage people from clicking.
I'll tell them there is a product for sale and the price.
I'll tell them there is work to do if they want the result.
I do not want freebie seekers who collect stuff but don't buy things.
Freebie seekers don't even open the first email to get the freebie, and they sure as hell won't open any subsequent emails from you.
All they do is screw up your stats until they call your email spam one day because they have forgotten that they subscribed.
Writing emails like this takes some practice, but it's worth the effort because it'll make your ROI on your investment in solo ads either neutral or profitable.
Break-even is good, but profitable is better.
