Sometimes I think it stands for incompetent.
Take this snippet from an email I received today from a hosting company.
As a valued customer, we would like to offer you the opportunity to renew your services at a discounted rate. If you renew in the next 10 days, you will receive 5% OFF your renewal.*
Here are the services that you are able to renew now at the discounted rate:

Who sends out an email offering a discount on a $0 cost?
I know this is a form letter with a mail merge, but couldn't the techs have filtered out all the $0 bills?
I saw similar bills from an Internet service company for an account that has been closed for 14 years that belonged to my father.
He has been dead for 14 years, which is why the account was closed.
Apparently there was a $0.05 amount not paid on the final account.
They kept sending the bill in the mail, adding a small percentage each time.
It must be costing them more to send the bills monthly for 14 years than they would collect, even if it were paid now.
Multiple emails to the company explaining that he wasn't likely to pay them had no impact.
We've changed the address now so their letters, if they are still sending them, go nowhere.
Does no one in accounts think?
Perhaps they could pick up some side income doing something else that didn't require much thought.
